PSA Guidelines and Submissions

Cowles California Media Company donates more than $1 million dollars worth of air time each year to provide public service announcements for qualified non-profits and charities.  We reserve a substantial amount of air time for PSA's that meet our guidelines.

Interested in submitting a public service announcement to air on KION, KCBA, CW, KCOY, KKFX or Telemundo?   The following information should help make the process quick and simple.

1.  Your group already has produced a public service message:

If your group has already produced a public service message and it is ready to air on TV, then you can submit it by sending it to

Cowles California Media
1550 Moffett Street
Salinas, CA 93908

Please include information about when the event or message expires as well as a contact person in case of questions or concerns.  We accept submissions on Beta, DVC, Mini-DV, DVD, MPEG, or Quicktime digital files.  If you have a digital file, please contact us for submission.

All public service announcements must meet our guidelines in order for consideration.  See below.

  1. If your group needs a public service message produced:

Cowles California Media wants to be a good steward of the community.  With that in mind, we have come up with a system to produce/edit your spot at a reduced rate and then put the public service announcement into rotation.

While we will donate the air time to run the announcements, you will be responsible for the cost of producing the announcement.  We will create one :30 second announcement in English or Spanish for a reduced cost of $300.00.  We will donate the air time at no cost.

Your group is responsible for supplying logo, copy and video.  You must also have someone available to write the message.  If needed, we will provide someone to edit copy so it fits into the :15 or :30 time frame.

Payment for production is due at the time of requesting the spot to be produced.   The organization will receive a copy of the PSA to distribute in any manner they see fit.  If it's truly a public service, you are welcome to share this PSA with any other media company.

All public service announcements must meet our guidelines in order for consideration.  See below.

PSA GUIDELINES:

  • We provide this service to non-profit organizations.  This service is not available to political organizations, or for profit companies.
  • All spots must meet acceptable broadcast standards.
  • Announcements are only accepted in :15 second or :30 second increments.  Times are precise and must fit these increments exactly.  Spots may run up to 5 frames short, but may not exceed :15 or :30 seconds.
  • Please provide ample lead time to create and/or air spots.  We prefer at least four weeks notice.  The further out you contact us, the better your chance of getting air time.
  • PSA's should clearly include date, time, place, and contact information as appropriate.
  • PSA's must clearly identify the non-profit organization providing the message.
  • PSA's may not carry sponsor or underwriter names, logos, or mentions.  If you wish to publicly thank your sponsors, please call us to discuss advertising rates.
  • All PSA's are put into an around-the-clock rotation for airing.  We do not promise or guarantee air times, dates, or frequency.
  • We do not provide logs of date/time PSA's run, but will provide a letter detailing the value of donated air time upon written request.
  • By submitting a PSA, you acknowledge that you own the rights to use video, images, audio, voice, music and any other included material and agree to indemnify Cowles California Media against all claims pursuant to your submission.  If you do not own these rights, we can produce PSA's for you using materials in which we own the rights.
  • We reserve the right to reject any public service message submission for any reason.
