LOMPOC - The toddler was spotted wandering alone in front of the Motel 6 on H Street by a passing motorist Thursday morning after 9:00am.
"He was in a diaper, no other clothes, he was unattended", says Lompoc Police Officer Robert Morgan, "a concerned citizen saw him, called the police immediately and officers responded and met with him."
Eventually police found the room at the motel where the little boy was staying with his mom and ten year old sibling.
"The mother has been having medical issues", Officer Morgan says, "she's a transient who recently moved to the area, the ten year old must have fallen asleep, the two year old sneaks out of the room and begins wandering the streets."
The two were taken to Child Welfare Services in Lompoc.
Because of confidentiality laws we were not allowed to photography the children and the family name is not being released.
County Social Services says in cases like this a social worker is assigned to investigate why the children were left alone and how the little boy wandered away.
"We counsel the parents about taking appropriate safety precautions", says County Social Service Deputy Director Delfino Neira, "in cases where families have used an older sibling to babysit the child while the parents were away, we remind the parents that they are accountable for their children even if they are not at home."
While the children remain in shelter care the social worker will make an assessment as to whether they should be reunited with their mother, what other services are available to the family in their time of need or if the children should be placed in foster care.
"Make a determination based on the factors of the investigation, what they find out", Neira says, "to see if it's safe for family to continue where they are at or are there any issues of abuse or neglect in the home."
In most cases of neglect, abuse or endangerment, Child Welfare Services has 72 hours to make a recommendation to the court if they find children should be placed in foster care for their own safety and well-being.
