ARROYO GRANDE - Arroyo Grande Police say 26 year old Theodore Epp is a transient with no known address on the Central Coast.
Police say he was first contacted by a patrolling officer on the 1100 block of East Grand Avenue early in the morning on May 22.
"One of our officers saw him walking down the street and didn't know who he was", says AGPD Sgt. Kevin McBride, "when he turned around to contact him, he threw something down so the officer made contact with him."
Epp was arrested on a drug charge which police say is a violation of his parole.
Just hours before his arrest, police say Epp was identified as a suspect in a possible child sex abuse case.
"We just happen to come across him a few hours after the crime had occurred or when the report was made", Sgt. McBride says.
Police say the alleged crimes took place inside a private residence where Epp happened to be staying at the time.
"To ease the minds of the public a little bit, this was a situation where the suspect knew the victims", McBride says, "it was not in a public place, it was in a private residence where it occurred."
Theodore Epp is expected to face felony sex abuse charges involving a child less than ten years of age.

Epp is being held in San Luis Obispo County Jail with no bail.
