PUBLIC PARTICIPATION
Task a committee of private citizens to draw up recommendations and to work with City
staff to develop a first phase plan of actions and goals. Evaluate the plan on a quarterly
basis and report to City Manager and Council. City Manager responsible for
orchestrating and implementing plan.
ECONOMIC PLANNING
Staff to study what other Cities have done. Consider hiring economic development
agency (such as C.A.L.E.D.) to help access city and develop marketing strategies. Staff
develops an action list and prioritizes with a timeline of goals. City Council approves plan
and City Manager executes
BALANCED BUDGET AND TRANSPARENT FINANCES:
- Provide month to month finance status for public consumption.
- Improve clarity of reporting, more rigorous forecasting (rolling forecast instead of fixed
annual forecast).
- Commit to no deficit spending.
- Implementation responsibility of City Manager.
