Top 3 Priorities if Elected:Budget Reform, Regulatory Reform and Pension Reform
How do you plan to implement these priorities
1) I plan to author legislation that will create a Blue Ribbon Commission of Democrat, Republican and Independent CFOs/CEOs who would do a top to bottom review of the 5800 existing state boards, commissions, agencies and departments and provide their recommendations to the Legislature within 9 months regarding streamlining, reorganizing, consolidating and downsizing. Like the Federal Base Closure Commission, the Legislature would have to accept or reject their findings as a whole. In the event the legislation does not pass, I will pursue the proposal as an initiative. Independent studies suggest we can save over 10 billion dollars if we were to pursue this option.
2) In regards to regulatory reform, I will author a bill that would repeal all existing laws, rules, statutes and regulations that are on the books in California that not one other state has. Its one thing to be the first in the nation to pass a good law that other states then follow our lead. Its another to pass these laws that put our businesses out of business or force them to move to another state, when not one other state has the same law, rule, statute or regulation. The Varshney Report released in 2009 shows that California lost 4 million jobs from 2000-2009 as a result of these laws, rules, statutes or regulations which has cost the state more than 16 billion dollars every year in lost revenues. 3) I look forward to working with the Governor in a bi-partisan way to pass Pension Reform. Unfortunately when the Governor released his Pension Reform proposal last February, beholden to the powerful state public employee unions, not one Democrat in the Assembly or the Senate or my opponent, would even support their Governor. I will.
