San Luis Obispo Burglary Suspect Says She Was Raped And Denied Rape Kit; Family Speaks Out

SAN LUIS OBISPO, Calif. -- The family of a woman arrested for burglary over the weekend says she was raped and denied a rape kit.

The grandmother and sister of suspect, Sandra Welsh say she was raped at the residence she is accused of burglarizing on Casa Street.

Alleged victim Reed Anderson says she broke into his home in the morning and when he confronted her she attacked him with his baseball bat.

He says there was a pile of his and his roommate's belongings outside his backdoor in backpacks, trash bags and boxes.

But the family has a whole other story.

"She was there," says the suspect's sister, Carrie Welsh. "They raped her and beat her up and when police came, they are claiming that she was stealing from them which is a false allegation."

Welsh's sister says the San Luis Obispo police never took her sister's allegations seriously and denied her a rape kit.

"As soon as the police department was notified by the jail that there was an allegation of rape, the investigation began," says Sergeant Kurt Hixenbaugh of the San Luis Obispo Police Department.

But the family says it took police too long to issue the rape kit.

"She has stuff all over her body," says Welsh's grandmother Ellen Hickey. "She didn't even bathe because she had things all over her body and they investigated her rape today."

The police say the investigation is on going and are treating it as such but aren't releasing any more details at this time.
