ISLA VISTA - The Santa Barbara County Sheriff's Department Coroner's Bureau has identified the young man found dead on the beach below the 6500 block of Del Playa Drive Friday Morning.
The Sheriff's Department says 21 year old David Propp was a UCSB student living in Isla Vista.
Propp's death is related to a fall, presumably from the steep cliffs that overlook the beach along Del Playa Drive, although his exact cause of death remains under investigation.
The Sheriff's Department says Propp's family has been notified of his death but it has not revealed where they are from.
After the body of a young man was found at the bottom of the cliffs near Del Playa Road Friday morning, UCSB students say many people drink and party too close to the cliffs while some say there should be better protection surrounding the edge.
"There are parties just about every night here, especially on Del Playa," says UCSB student Christopher Murphy.
"The beach is right here. Everyone wants to take a look at it and it's definitely possible for people to get too close."
And this isn't the first time someone has died from falling off.
In 2009, UCSB student Noah Krom died from falling off a cliff and so did 22-year-old Tyler Von Ruden in 2005.
UCSB student Sean Leville says his own friend survived a fall.
"He was drunk and then ran off," says Leville. "Last thing he remembers is looking down and seeing nothing and then just looked up and saw everyone looking over the cliffs and screaming his name."
And students say it doesn't help that some cliffs don't have enough railing.
Isla Vista Recreation and Parks District says they are working with UCSB Associated Students to put railing on the open spaces of the cliffs but it has been an uphill battle dealing with the County.
The district says the county doesn't have funding and even if they were able to get the money, they would still have to go through the Coastal Commission to get permits and then pay permit fees further delaying the process to put railing.
"That's definitely a danger," says UCSB student Carlos Basto "All the cliffs should have some sort of railing 'cause that's like the last line of defense."
