Brown Restricts State's Hiring after Alleged Pay Scandal

SACRAMENTO, Calif. - Governor Jerry Brown has restricted the State Departments' hiring authority following revelations that hundreds of public employees were receiving pay for seconds state jobs - in addition to their normal salaries.

The Brown administration didn't ban the practice, but any such hire must now be approved by the Office of Human Resources.
