The Santa Barbara County Sheriff's Department is looking for 54-year-old Wei Miao, also known as William Miao.
Miao is wanted on a no-bail warrant for the murder of Chung Yu Ping, a citizen of the People's Republic of China, who was bludgeoned to death in Los Angeles in June 1991.
Investigators say the victim's body was found in Santa Barbara County, stuffed in a rural drain. They say his head was covered with a plastic bag.
When detectives attempted to contact Miao in the LA area, he fled to Tijuana, Mexico where he obtained a temporary passport from the Chinese Consulate, according to the sheriff's department. He is believed to have traveled to Mexico City in June 1991 and then to London, England on a merchant ship.
Investigators don't know where he is right now, though it is suspected that he may have made his way to Hong Kong where a family member is reported to own a bakery shop.
Miao is described as being 5'9" tall, weighing about 170 lbs., with black hair and brown eyes.
