SALINAS, Calif.- The non-profit pet adoption organization whose animals were seized by The SPCA for Monterey County has had a history of animal neglect.
St. Francis All Creature Sanctuary was busted at the PetSmart in Sand City before it could adopt any more pets. The head of PetSmart charities, the non-profit wing of the company, told Central Coast News that St. Francis had been denied two years ago by a local manager at the Sand City PetSmart for the same reasons 17 of its animals are now being treated at the SPCA
The reason St. Francis was back at the Sand City location was because there was a new store manager who didn't know about the prior denial. When the SPCA caught wind of this, they called PetSmart and informed them of what was going on.
This is not the first time an investigation into St. Francis has occurred. The Fresno SPCA told Central Coast News that it, too, had looked into the pet adoption group for similar neglect related issues because Crystal Kisicki had a P.O. box listed there for her charity. The SPCA in Fresno added that even though Kisicki has a certified non-profit, it is acting more like a pet hoarder.
Despite all the controversy, St. Francis is a legitimate non-profit organization recognized by the Internal Revenue Service. The charity is listed on the IRS website as having a 501 (c) (3) non-profit status and has the required 990 tax return form for non--profits.
CharityNavigator.org reviews charities but says ones like St. Francis are so small they aren't required by law to file the full 990 form, that includes a lot of other information that would allow people to see where the money is coming from and where it's also being spent.
"You are flying blind there is tremendous risk here and there is a tremendous possibility that bad things could be happening as well as good things amongst these small little groups," said Ken Berger, President of Charity Navigator.
The Monterey SPCA is continuing its investigation. They obtained an address in Monterey County where they thought Kisicki was but came up empty when they arrived. The animals it rescued are still recovering.
